Defesa Empreende

The Defesa Empreende program is an initiative of the Ministry of National Defense whose main mission is to foster entrepreneurship among former military personnel or those under the Contract Regime (RC), especially during their transition to civilian life.

Through the Information and Guidance Center for Training and Employment (CIOFE), a program to support and foster entrepreneurship was structured to help military personnel and former military personnel who want to create their own jobs.


Defense Empreende was created as a policy to encourage the professional reintegration of military personnel and former military personnel under the RC and aimed to support them in implementing a business idea or entrepreneurial project, especially during their transition to availability, through the following stages:

  • Promote and disseminate a culture of entrepreneurship among military and former military personnel of the RC;

  • Provide essential information to those seeking to create their own job or consolidate a business project;

  • Train candidates in areas essential for effectively starting a business;

  • Provide specialized technical assistance in structuring business ideas;

  • Support and monitor the best business ideas.



Candidates selected by the jury undergo a Training Program to develop their business idea, consisting of workshops, mentoring meetings, and individual support for each project. Promoters' performance is evaluated throughout the program, and they are also required to produce a project document and a final presentation before a jury.

Selected projects receive specialized mentoring focused on the individual needs of each developer. A Business Plan or Feasibility Plan may be developed, depending on each developer's financing requirements, or assistance may be provided in specific areas tailored to the needs of each project or company.
